Managing and documenting transactions is one of the most important parts of the league. An organized league is a great league, so lets keep it organized. We know some of this will seem tedious, but trust in the fact that it is a big part of keeping the league running for years and years to come.
Trades
Trading can include players, prospects, salary, and draft picks. Trades will be posted in the Trading Center in Agreed Trades. Both teams will then need to accept, and give a short summary as to why they are accepting. All trades will be processed the day after the next after the second team accepts on proboards. So if a trade is accepted on Tuesday at 5:00PM it will take effect on Thursday. If the trade is accepted on ESPN without forum confirmation, it will be voided. The trade post must include all players/picks/cash considerations involved along with a summary of each teams financials (Stating how much money each team is taking on/giving off). Cash may be traded for the current season and following season only. The cash must be attached to a player, it cannot be straight cash. Thus, if the player who's contract has been partially paid by another team is traded again, his contract is still the same reduced amount. There is no limit on how much cash may be traded, but if the league office notices severe trends which will be damaging to the league, they reserve the right to impose restrictions on a certain team. These trends would be something like constantly trading money of the following season to a point where the team mentioned is projected to be severely above budget next year. Additionally, draft picks of the current season and next season are eligible to be traded as well. The season is defined from the end of the actual MLB World Series to the end of the next one. As for trade review process, all GM's have to right to submit a PM to the league office (please send it to all commishes), explaining why they believe a certain trade may be vetoed. The league office will take these into consideration, and may put the trade to a league vote. Also, the league office reserves the right to veto any severely severely unbalanced trade. Trades like this include trading a top 10 prospect for a 4th round draft pick, or a bad reliever. Please understand that the league office does not like to veto trades, and hopes to never use this power, but in the case that a foul trade arises, the power is there. A trade should look like the example below.
Free Agency
Free agency is a integral part of the league. We will have set free agency rules that cannot be broken. For in-season free agency, you may post any unowned player who has 1 AB or 0.1 IP. There will be no bidding on minor leaguers with no MLB experience, as they go into the Rule 5 Draft Pool, unless they were part of the recent IFA class. To determine if a player is owned, please search the spreadsheet. This is a highly intense league, there is no way to have a list of every single free agent. For inseason free agency, you can sign players for deals up to 5 years. Each year must not differ from another by more than 80%-120%. For example, if the AAS of an offer is 5M, the highest a single season could be is 6M, and the lowest would be 4M. This is to prevent backloading or frontloading. Also, you may not bid more than the money you have available. A bid must be winning for 24 hours before a player is won. Additionally, longer contracts are valued more. Use this chart.
This chart is used to go from different lengths of contracts during offers and gives more value to longer contracts. If the current winning offer is a one year deal, to offer a three year deal, you can multiply the AAS by .75, which makes it lower. So a 1 year 10M deal would be beat by a 3 year 7.5M/year deal. and etc for the rest of the transitions. Offseason free agents that dont follow the system below will be like this as well.
During the offseason, the top 5-15 Free Agents, an agent system will be used. These players demands will be released, and you can PM offers to a bidding account. The top 5 offers will be revealed, then the top 3, then the winning offer. The offer should include an explanation of why it works, a detailed contract breakdown, and anything else you feel necessary. Trust us, the effort put into the offer counts. The top 5 offers will be revealed after 72 hours after the players demands are released, then 48 hours will be given for the top 5 teams to either change or keep their offer, then the top 3 are released, then 24 hours to revise those offers. Thus, the process will be about a week. The off season is long, so we will likely have 3-5 FA's per week so there should be a three week agent system process. The chart does not apply to these offers, it depends on a combination of AAS, length, and effort. Teams that consistently are found to be bidding outside their means, or bidding to raise prices will be penalized. Restricted free agents follow either the agent or normal system during the offseason, but the original team will just have 48 hours to decide if they want to match the offer. To decide who has the best offer, a system of three to five owners will vote on classified offers. It is a fair voting, and if you don't trust the league office, then it isn't going to work.
Releases and Waivers

When you cut a player, you must pay half of what is left on the contract, including the current season. The team pays half of each year payed each respective year. So a team would pay 4.25M in 2013, 6.5M in 2014-2015, 8M in 2016-2017, and 8.5M in 2018. All released players will go onto waivers for 48 hours after being cut. The waiver order will be set at the beginning of each year, based on the reverse of the standings of last year. Once a team successfully executes a claim, they are moved to the bottom of the list. If a player is claimed, the cutting team no longer has to pay the penalty. Penalties for players with one year arbitration or pre arbitration contracts is just for that one year, you do not have to pay a penalty on the projected salary of following years. Any team found of illegally cutting players will have sanctions against it. Waivers are also used to send down players that no longer have option years and to remove players from the 40 man roster. If a player no longer has an option year and you wish to remove him from the Active MLB Roster, and send him to the inactive 40 man roster, he goes through waivers. Amateur Draft and Rule 5 Draft
This league will have a 10 round Amateur Draft every year. The order will be determined by the reverse of the previous years standings. The draft date during the league will typically be a couple weeks after the real amateur draft. The draft is not snake. Picks may be traded of the current years draft and next years draft. However, please do not make draft pick trades while on the clock. Instead of doing this, set up the trade, have the team with the pick make the pick on advice from the other trade partner, and then post the trade with the actual prospect, not the pick. This allows for less delays. Most players drafted will be 100K, unless they sign a Bryce Harper like deal. There is no minimum and maximum of draft picks. The only players eligible to be drafted were players drafted in the real life amateur draft.
